TotalEnergies Completes 10 MW Solar Project for the U.S. Army at Fort Carson

TotalEnergies today announced the completion of an over 10 megawatt (MW) solar project at Fort Carson, a United States Army post located south of Colorado Springs. TotalEnergies, which serves as system owner, developer and operator, partnered with Energy Matters, LLC, a certified small business, to ensure compliance with federal procurement regulations and support local economic growth.

“This project at Fort Carson isn’t just about infrastructure; it’s a testament to how we’re helping the U.S. Army strengthen its energy resilience,” said Eric Potts, vice president at TotalEnergies Renewables USA. “By integrating onsite solar, Fort Carson secures immediate cost savings, controls long-term energy expenditures and guarantees reliable power for critical missions.”

Fort Carson, home to over 26,000 active-duty personnel, is at the tip of the spear for Army innovation. By harvesting its own power, Fort Carson is transforming the base into a resilient, self-sustaining energy stronghold that ensures its Soldiers and families are mission-ready through total energy independence.

The ground-mounted system features high-efficiency solar modules on a single-axis tracking system. This technology allows the solar panels to follow the sun’s trajectory throughout the day—maximizing energy production.

A specialized financing structure tailored for federal government entities, similar to a Power Purchase Agreement (PPA), allowed the Army to implement a large-scale renewable energy solution with no upfront capital expenditure and instead pay only for the power generated over the life of the system.

Completion of the Fort Carson solar project expands TotalEnergies’ longstanding partnership with the U.S. government and city municipalities, including a seven-site solar portfolio with Connecticut’s Department of Correction and 7 MW project with Baltimore Count. TotalEnergies’ extensive work with the public sector also consists of a 12 MW of solar at the John F. Kennedy Airport, multiple Washington Metro stations and the East Bay Municipal Utility District’s largest PV system to date.
